The one-sentence answer: City University of Hong Kong's research "going out" is not a scattering of dots on a map, but six institutionally distinct vehicle types — from a foothold unit inside the Shenzhen Virtual University Park, through a shiyedanwei-constituted independent legal entity (the Shenzhen Research Institute, now housing 17 R&D centres) and a municipal Proof-of-Concept Centre recognised in 2023, to the Hetao "one institute, two zones" model, and finally to overseas arrangements that use only joint research institutes rather than stand-alone branches.
How does a public university based in Kowloon Tong legally operate an R&D building in Shenzhen's Nanshan district, move personnel across the Hong Kong–Shenzhen boundary in Hetao, and put its name on a research institute in Lausanne, Switzerland? The answer lies not in where it went, but in what legal identity it went under. The same cohort of materials scientists' work lands in the Shenzhen Research Institute as a shiyedanwei-constituted independent legal entity, in Hetao as a cross-border "one institute, two zones" arrangement, and at EPFL as a "joint institute" rather than a stand-alone outfit. Change the vehicle type, and the rules governing how money flows, how personnel are counted, and who owns the intellectual property all change with it. This piece follows precisely that "vehicle type" thread, taking apart the six vehicles CityU uses for its off-campus R&D outposts, one by one.
What vehicles does CityU use to move its research off-campus?
The research organisations that City University of Hong Kong (CityUHK / CityU) maintains beyond its main campus cannot be understood simply by listing place names. That approach obscures a more important fact: their legal forms are not identical. Taking "form" rather than "location" as the organising principle, CityU's domestic and overseas R&D outposts fall broadly into six vehicle types, each corresponding to a distinct institutional channel.

The value of this table is that it allows every section that follows to answer the same question: what allows this type of vehicle to legally "exist" on that particular patch of ground? The Shenzhen Research Institute could take root in Nanshan because of the Shenzhen Virtual University Park acting as its foothold. It could upgrade into a government-recognised translational body because of the new hat of the Proof-of-Concept Centre. The Institute of Matter Science can move people across the Shenzhen–Hong Kong boundary because of Hetao's "one institute, two zones" institutional design. And overseas, CityU prefers to hang a "joint institute" sign rather than set up an independent branch — that, too, is a deliberate choice of vehicle. Let us now dismantle each in turn.
Shenzhen Virtual University Park: how did CityU's first "foothold" come about?
To understand why CityU's Shenzhen Research Institute was able to establish itself as early as 2001, one must first look at the brick it stepped onto. That brick is the Shenzhen Virtual University Park (Shenzhen Virtual University Park). It is not a university itself, but an institutional platform built by the Shenzhen municipal government in 1999, purpose-designed to "bring in" the research capabilities of leading domestic and international universities to Shenzhen for commercialisation.
According to the Park's official website※, the park's stated starting point is "Since 1999.9.10", and its development model is officially described as "one park, many universities; city–university co-construction※" — meaning the government provides land, policies, and supporting facilities, while multiple universities share a common park platform, each setting up its own institution. The crux of this model is that participating universities do not need to apply for land use rights and operating qualifications from scratch in Shenzhen; they piggyback on the park's national-level institutional framework to land there. The park was subsequently recognised as a National University Science Park and a National High-Tech Business Incubation Centre in 2003, and gained qualification as a postdoctoral research workstation in 2006, accumulating national-level credentials layer by layer.
The word "Virtual" in its name is precisely the key to understanding this foothold. It does not mean the park does not exist; it means that the participating universities do not build independent campuses of their own in Shenzhen — they share the park's physical space and policy platform, each setting up a single research unit within it. For a public university like CityU, whose campus sits far away in Kowloon Tong and which faces local resource constraints, the "virtual" model neatly sidesteps the heaviest barrier of all, namely "acquiring land and building a campus from scratch in another jurisdiction". Without needing to buy land or independently apply for national-level park qualifications, it could lawfully conduct research commercialisation in Shenzhen by borrowing the park's institutional framework. This is an institutional design that exchanges the lowest possible fixed cost for a foothold on the mainland.
The roster of institutions gathered in the park is substantial. According to publicly available park materials retrieved during research, the Virtual University Park hosts 74 well-known domestic and international institutions, including 53 mainland institutions such as Tsinghua and Peking University, 9 Hong Kong institutions including HKU, CUHK, and CityU, and 9 overseas institutions such as Georgia Tech. An even more telling set of figures: the park houses 55 member-university Shenzhen research institutes that are shiyedanwei-constituted and possess independent legal-person status, alongside over 400 other R&D organisations of various kinds based in Shenzhen. These two numbers point to the standard institutional template for the "Shenzhen Research Institute" as a vehicle — it is not a university liaison office, but an entity registered on the mainland with independent legal-person status.
City University of Hong Kong is one of those 9 Hong Kong institutions. According to CityU's official account, verified in the companion piece, CityU had already posted a coordinating representative office in the Shenzhen Virtual University Park by December 2000※, and its Shenzhen Research Institute was formally registered in 2001. In other words, CityU's "first stop" in mainland R&D was not some isolated strategic decision, but the product of Shenzhen's park-based system for "bringing in overseas universities for commercialisation". Only once one understands this foothold can one grasp how every subsequent vehicle layer was stacked on top of it.
What legal identity does the Shenzhen Research Institute actually hold?
CityU's Shenzhen Research Institute (CityUHK Shenzhen Research Institute, SRI) is the first permanent R&D and translational base CityU established on the mainland, and it is the most "substantial" of the six vehicle types — it has independent legal-person status, its own building, and researchers on its establishment.
In terms of legal form, it follows the standard constitution adopted by Virtual University Park member institutes: shiyedanwei (public-service-unit) constitution with independent legal-person status. For specific operational purposes, CityU has also set up entities such as "CityU Research Institute (Shenzhen) Co., Ltd." to handle commercialisation matters; the Institute itself bears the principal function of research organisation and technology transfer. This two-tier arrangement — a shiyedanwei-constituted body plus a commercial operating arm — is a common approach among mainland university research institutes for handling the twin imperatives of "non-profit research" and "market-facing commercialisation".
In terms of physical footprint, the CityU Shenzhen Research Institute Building was officially opened on 20 January 2011※, located at 8 Yuexing 1st Road, South Science Park, Nanshan District, Shenzhen, with a gross floor area of 12,500 square metres※ (as built in 2011), into which CityU had invested over HK$100 million※ (officially announced at the 2011 completion). (The companion piece previously gave the address as "8 Yuexing 1st Road" based on earlier sources; this piece follows the Institute's official website and Baidu Baike in using "8 Yuexing 1st Road", reflecting a character-variant difference for the same location.)
The evolution of its scale is one of the most notable threads in this section. When the building opened in 2011, it housed 5 R&D centres (Biotechnology and Health, Information and Communications, Future Networks, Futian Mangrove, and System Health Management — see the companion piece's institutional table for details). According to the Institute's current official brief※, the Institute now "hosts 17 R&D centres and specialist laboratories", including 3 Shenzhen R&D platforms for State Key Laboratories and Engineering Centres, and 5 Shenzhen Municipal Key Laboratories, with over 600 research personnel and cumulative industry–university–research funding exceeding RMB 600 million (Institute's own website figures, dating from the 2020s). From 5 centres in 2011 to the current 17 R&D centres and laboratories, the Shenzhen Research Institute has grown from "the fledgling set-up when the building first opened" into CityU's largest research commercialisation entity on the mainland.
In terms of functional positioning, the Institute's website summarises its mission as encompassing scientific research organisation, technology transfer, industry–university–research base development, and doctoral training. This aligns with the four functions identified in the companion piece — talent development, collaboration facilitation, applied research, and commercial translation of research outcomes: it is simultaneously CityU's extended R&D arm on the mainland, and the last mile for science and technology outputs reaching the mainland market.
What is the "Proof-of-Concept Centre", and why does the 2023 accreditation matter?
If the 2011 building gave the Shenzhen Research Institute a physical body, then a single piece of paper in 2023 gave it a new institutional identity — as a municipal Proof-of-Concept Centre. This is a classic case among the six vehicle types of "the same entity receiving an additional accreditation", and it merits its own section.
"Proof of concept" represents the hardest stretch to cross in the technology-transfer chain, commonly known as the "valley of death": a principle that works in the lab is often still a long way from a "demonstrable product" that can attract funding, enter pilot production, and be accepted by industry. To fill this gap, the Shenzhen municipality — through the Shenzhen Science and Technology Innovation Commission — introduced a Proof-of-Concept Centre accreditation scheme, providing funding to selected institutions and requiring them to deliver end-to-end services covering technical validation, scenario validation, and commercial validation. According to CityU's VPMS research centre page※ and publicly available Institute information, the CityU Shenzhen Research Institute was accredited as a municipal Proof-of-Concept Centre in 2023, with its service focus directed at four areas of CityU strength: materials science, artificial intelligence, energy and environment, and power electronics.
The significance of this accreditation lies not in the amount of money, but in the leap in the institution's role: before this, the Shenzhen Research Institute was understood primarily as "CityU's R&D station on the mainland"; after accreditation, it became a specialist technology-transfer body endorsed by the Shenzhen municipal government, formally brought into the local innovation policy toolkit. Put another way, this was the step that elevated the Shenzhen Research Institute as a vehicle from "university outpost" to "municipal translational infrastructure". In 2025, the Institute further signed a strategic cooperation agreement with the Shenzhen New Quality Productive Forces Science and Technology Promotion Centre, continuing along the path of deep embedding in the local translational ecosystem.
For this piece's "vehicle typology", the Proof-of-Concept Centre highlights a key point: the same physical institution can acquire a new institutional identity and new policy channels by adding a government accreditation. The Shenzhen Research Institute is simultaneously a "shiyedanwei-constituted independent legal entity" and a "municipal Proof-of-Concept Centre" — two hats coexisting, each corresponding to a different set of functions and resource gateways.
CityU is not unique: the common template for Hong Kong universities' Shenzhen research institutes
Pulling the lens back one notch, it becomes clear that the Shenzhen Research Institute as a vehicle type is not CityU's own invention, but a common template for Hong Kong universities moving north. Most of the 9 Hong Kong institutions inside the Shenzhen Virtual University Park followed the same path: enter via the park's framework, and each register a "Shenzhen Research Institute" as an independent legal entity for research commercialisation. HKU's Shenzhen Research Institute and CUHK's Shenzhen Research Institute are likewise located in the Virtual University Park, with highly similar names, legal constitutions, and functional remits. According to the park's official website※, there are as many as 55 such member-university Shenzhen research institutes of the "shiyedanwei-constituted, independent legal entity" kind within the park.
This "common template" is very telling for understanding CityU's choices: the 2001 establishment of its Shenzhen Research Institute was less a singular strategic masterstroke than a case of following a well-trodden institutional path to land. The existence of a template lowered uncertainty — there were precedents to follow for application procedures, legal-person constitution, and policy support. Where CityU differentiated itself on top of this template was mainly in its R&D focus areas (engineering strengths such as materials, computing, energy, and power electronics) and the additional accreditations it subsequently layered on (such as the 2023 Proof-of-Concept Centre), rather than by inventing a brand-new institutional form from scratch. In other words, the CityU Shenzhen Research Institute is a combination of "standard template + CityU-specific content", which also explains how it has been able to grow steadily over more than two decades into its largest single mainland vehicle.
What kind of cross-border vehicle is Hetao's "one institute, two zones"?
The Shenzhen Research Institute solves the problem of "having a physical presence on the mainland". Hetao tackles a harder problem — how to enable people, funds, and samples to flow across the Shenzhen–Hong Kong boundary. The vehicle carrying this function is the CityUHK Institute of Matter Science (Futian) (CityUHK Matter Science Research Institute (Futian)), a new type of vehicle distinct in nature from the Shenzhen Research Institute and not to be confused with it.
This body was co-established by CityU and the People's Government of Futian District, Shenzhen, and is registered within the Shenzhen park of the Hetao Shenzhen–Hong Kong Science and Technology Innovation Cooperation Zone. According to recruitment notices and address information retrieved during research, its Futian facility is located on the 8th Floor, Block D, Shenzhen–Hong Kong International Science and Technology Park, Binlang Road, Fubao Subdistrict, Futian District, Shenzhen — geographically right on the Hetao strip hugging the Shenzhen–Hong Kong boundary. In May 2024, the former "CityU Shenzhen Futian Research Institute" was formally renamed to its current name and adopted an operational management model of "one institute, two zones".
"One institute, two zones" is the institutional core of this vehicle: a single research institute with one zone in Shenzhen and one in Hong Kong, sharing innovation resources across both locations and enabling the efficient cross-boundary movement of personnel, capital, technology, and information between Shenzhen and Hong Kong. It differs from the "single-location" model of the Shenzhen Research Institute, and directly addresses the most intractable "factor mobility" problem in Shenzhen–Hong Kong research collaboration. On the policy backdrop, on 20 November 2024※ CityU publicly welcomed the Development Outline for the Hong Kong Park of the Hetao Shenzhen–Hong Kong Science and Technology Innovation Cooperation Zone, positioning Hetao as a critical institutional platform for Shenzhen–Hong Kong research collaboration. The Institute's research directions include advanced structural materials and additive manufacturing, electron microscopy, 4D printing, and precision oncology, closely aligned with CityU's main campus strengths in materials science.
A point requiring particular clarification: Shenzhen hosts two CityU research bodies, and they must not be conflated. One is the Shenzhen Research Institute in Nanshan (established 2001, building opened 2011, shiyedanwei-constituted independent legal entity). The other is the Institute of Matter Science in Futian, Hetao (renamed May 2024, "one institute, two zones"). The former represents the "independent mainland institute" vehicle type; the latter represents the "cross-border one institute, two zones" vehicle type, with different policy channels and institutional objectives. Why are overseas outposts "joint institutes" rather than "branch offices"?
Shifting the gaze beyond Hong Kong's borders, CityU's choice of vehicles displays one striking feature: it sets up almost no independent overseas branches, favouring instead a "joint" model embedded within partner institutions. This is at once a pragmatic choice under resource constraints, and a strategy for amplifying its internationalisation endowments. The overseas outposts can be grouped into roughly three vehicle types.
The first type is the joint research institute, physically located on CityU's main campus. The exemplar is the Institute for Materials Innovation, co-established with the École Polytechnique Fédérale de Lausanne (EPFL). As announced by CityU on 11 February 2025※, the two universities formally formed an alliance and co-established the institute, witnessed by Professor Sun Dong, Secretary for Innovation, Technology and Industry of the Hong Kong SAR Government. Notably, this "overseas-collaboration" institute is physically situated on CityU's main campus in Hong Kong, operating by drawing on CityU's existing cluster of materials science centres — its "overseas" character lies in its partner and knowledge network, not in a building erected in Switzerland. CityU's materials science and engineering discipline ranks approximately 18th globally※ (GRAS 2024 basis), and EPFL's ranks 10th globally in the same discipline (QS 2024 basis): the union of two heavyweights is the logic behind this vehicle.
The second type is the joint laboratory. CityU has established four CAS–CityU joint laboratories with the Chinese Academy of Sciences, covering nano-materials and nano-mechanics, robotics, functional materials and devices, and neutron scattering. This vehicle type is "lighter" than a joint institute, centred primarily on shared experimental platforms and joint research projects, and does not involve independent institutional registration.
The third type involves setting up an "academy" within a partner university, or launching joint programmes. CityU and Kazakhstan's Satbayev University (Satbayev Kazakh National Technical University) signed a strategic cooperation agreement on 30 November 2023※ with plans to establish a "CityU Academy" on the partner's campus and to develop joint education programmes in materials science and artificial intelligence — an extension of cooperation under the Belt and Road framework (see mainland-and-greater-bay-area-3.md for details).
Why these three "joint" vehicle types, rather than registering an independent legal entity as CityU does on the mainland? One verifiable explanation lies in endowment matching: CityU is renowned for being ranked the world's most international university by QS※ (QS basis, 2025/26 academic year), and its comparative advantage resides precisely in its "networks" rather than its "outposts". Embedding itself in top-tier institutions through these three lightweight vehicle types — joint institutes, joint laboratories, and partner-university academies — can amplify its research impact in the shortest time, without needing to bear the registration, compliance, and operational costs of setting up independent overseas establishments. This forms a neat counterpoint to the "heavy" model of registering an independent legal-entity research institute on the mainland.
When the vehicle changes, so do the algorithms for money, people, and intellectual property
"Change the vehicle type, and the rules governing how money flows, how personnel are counted, and who owns the intellectual property all change with it" — the sentence that opened this piece merits expanding into a dedicated section here. The legal form of a vehicle matters precisely because it determines the three most practical things: funding channels, personnel affiliation, and ownership of results. What this table seeks to illustrate is not the precise figures (most of which are internal institutional arrangements not disclosed word-for-word in public sources), but a structural fact: the closer a vehicle is to the "independent legal entity" end of the spectrum, the more it can independently receive fiscal funding, hold establishment posts, and hold commercialisation results in its own name; the closer it is to the "joint/agreement" end, the more it relies on the existing resources of the cooperating parties and case-by-case stipulations. CityU's choice of a heavy vehicle type on the mainland and lightweight vehicle types overseas is, in essence, a trade-off between "independent carrying capacity" and "set-up and operating cost". This is also why the Proof-of-Concept Centre accreditation merits its own section — it demonstrates precisely how a new government funding channel can be opened up for the Shenzhen Research Institute without altering the institution's legal form.
How do the six vehicle types stitch together into a "going out" network?
Bringing the preceding six sections together, the network of vehicles for CityU's research "going out" can be arranged along a spectrum — from heavy to light in form, and from domestic to overseas — rather than appearing as a scattered patchwork map.

The pattern revealed by this spectrum is as follows: in scenarios closer to home, where "physical carrying capacity" is more necessary, CityU tends towards the heavy vehicle type of registering an independent legal entity (the Shenzhen Research Institute); the further it goes overseas, and the more it relies on partner networks, the more it favours lightweight vehicle types that do not involve setting up an independent institution (joint institutes, joint laboratories). The Hetao "one institute, two zones" model is a special design sitting between the two, created specifically for the unique challenge of "cross-border" operation. The six vehicle types are not the product of haphazard growth, but distinct institutional answers given to the three questions of "where, under what identity, and to bear what function".
